The Waukegan Community Unit School District 60 Board of Education approved multiple administrative appointments July 9 and discussed an internal review of long‑standing interim positions.
The board confirmed appointments including: Jenna Lobobnick as manager of special initiatives (starting salary $60,000); Jacqueline Thomasville as academic chair for social studies at Washington campus ($90,000); Elizabeth Sebastian as academic chair in math at Brookside campus ($90,000); a bilingual coordinator appointment (salary reported at $108,000); literacy and other coordinator and assistant principal appointments with stated starting salaries in agenda remarks.
During the appointments discussion the superintendent described an audit of interim positions triggered by prior closed‑session conversations. The audit found several positions that remained titled “interim” for an extended period. The administration said it reviewed roughly five to eight interim positions, invited internal candidates to apply, and completed interviews this summer. The board confirmed that interim incumbents who applied were included in the competitive process; one long‑time interim principal, Nicole Lemberger, was appointed to the permanent principal role after an interview and was to retain her existing salary.
Board members asked whether interim incumbents had to reapply and whether any retroactive pay would be required; staff said incumbents were properly placed on the salary schedule and no retroactive pay applies. Trustees also requested that the district follow a consistent posting and interview practice for interim‑to‑permanent transitions and ensure future internal audits and recruitments follow that procedure.
