Appomattox County supervisors voted to repeal and replace sections of the county zoning and subdivision ordinances tied to the Floodplain Overlay District, accepting updates that staff said were based on the state model ordinance and FEMA’s revised flood-insurance-rate maps (FIRMs). The action was presented as a periodic administrative update required when FEMA updates mapping. Planning staff said the proposed text aligns the county ordinance with the state-provided model language; the update covers Section 19.6-76 (Floodplain Overlay District), Section 19.6-12 (definitions) and a subdivision final-plat note in Section 19.5(c)(8). The planner said the packet language had been reviewed and signed off by FEMA and the state Department of Conservation and Recreation staff. County staff also displayed sample flood-insurance-study panels to show which mapped areas would be affected and said the changes apply only within designated floodplain panels. The board voted to adopt the amendments as presented. Board members characterized the vote as administrative and noted the changes were necessary to keep the county ordinance consistent with federal and state regulations. No public speakers attended the hearing on the ordinance update.
