Royal Palm Beach staff outline parks capital work, rule out restoring Veterans Park splash pad

Village of Royal Palm Beach staff updated the Recreation Advisory Board on July 21 about multiple parks capital projects, saying architects are finalizing drawings for a new recreation center and that plans to restore the old Veterans Park splash pad have been dropped because the plumbing and electrical systems have degraded.
The projects update was presented to the Recreation Advisory Board by Mark, a village staff member, who said the architects on the recreation-center job are “in the process of finalizing the drawings” and that council would soon see a contract. He said staff, the village manager and the village attorney have been working with contractor Kaufman Lin and architects PGAL on contract terms.
The update included these key points: the Cultural Center entry will receive an overhang to protect drop-offs; the old Veterans Park splash pad will be repurposed to a passive seating area because “the underlying plumbing and electrical work has degraded” and it is not feasible to restore the splash pad; contracts for the Baumercell lighting project have been awarded to Davco and Moscow Lighting to convert fields to LED; additional concrete tee pads for the disc-golf courses are scheduled for August; bids for the Play for All playground expansion and North Playground resurfacing are expected in early fall; Katz Field received a new bathroom roof and interior work, and a decision about field turf awaits a grama determination expected by the end of summer.
Mark said, “the project actually will involve a lot of either capping or eliminating any of those plumbing and electrical issues and then repurposing it for more of a passive area for seating,” and added that while contract terms are being finalized “they're still proceeding with the drawings.”
Board members asked for clarification about the disc-golf pads; staff said the pads will add a back tee and front tee option so each hole has two tee pads to provide different difficulty levels. On lighting, staff said converting fields to LED will both improve lighting and save energy; one remaining field is still under warranty for about 15 years and will not be replaced immediately.
No formal votes or funding approvals on these projects were recorded at the meeting; the update was presented as status information. Staff said they expect to know more about schedule and contract timing for the recreation center in about a month and will bring a contract to council when ready.
Next steps identified by staff include completing final drawings, presenting a contract to council, going to bid on the Play for All and resurfacing work in early fall, and proceeding with the disc-golf pads installation in August.
