The applicant, identified in the agenda as Jim Phelan, sought renewal of a preliminary plat the commission originally approved in May. Commissioners and staff emphasized that a preliminary plat normally must be accompanied by sealed engineering drawings for road construction, drainage, and utility plans. A commissioner voiced concern that stormwater and road construction plans had not been submitted for county review and that the county's road superintendent had not signed off on drainage calculations, catch basins and possible detention needs.
