Wheeling board confirms airport chair; resident alleges email blocking and past misconduct, staff disputes claim

The Wheeling Village Board on July 21 voted to appoint Jamie Dawn to the position of Chicago Executive Airport director and confirmed the appointment by roll call after a motion from Trustee Papantos and a second from Trustee Raffato.

The confirmation came before public comment. During the public comment period, Deborah Wilson told the board she had requested public records about the village’s email flow rules and said those records showed “a whole list of my historical email addresses” were subject to a mail‑flow rule that she said prevented intended recipients from receiving her emails. Wilson said the rule routed messages "toward management" and left her unable “to know whether or not, the redress that I seek from my elected officials is ever received.” She also alleged past financial misconduct by the appointee and by other airport board members, and said the appointment had been made before the public could comment.
