Village Board narrows Plan Commission’s P1 rezoning recommendation to allow only commercial kitchens

The Plan Commission’s broader recommendation to expand permitted GX commercial uses in the P1 zoning category was narrowed by the Village Board, which adopted an amendment allowing only commercial kitchens in P1 at its first July meeting.
Planning staff reported that the Plan Commission had recommended allowing all GX commercial uses in P1; the Village Board held a public hearing, sought additional input from the Business Improvement District (BID) and then voted to limit the change to commercial kitchens. Staff told the commission the matter was deferred earlier at the Board because of a split vote and additional information requested from the BID; after the BID submitted comments recommending limiting P1 to commercial kitchens, the Board adopted that narrower approach.
Planning staff said they had attempted to engage named stakeholders prior to the Board hearing but received limited responses; the commission’s recommendation did not carry at the Village Board. Staff offered to provide additional context and communications with the BID or other stakeholders if the commission desired.
