The Dickinson County Board of Supervisors authorized county staff to advertise and receive bids for the Carl Jess/Ag Center Road improvement project and to award the contract to the lowest responsive bidder provided the bids come in within the allocated budget. County staff said the project has been in development since a coal-road committee appropriation on June 30, 2023, and involves road widening, ditching, curve repair, guardrail and paving. The project has two segments: a VDOT-maintained lower portion and a non-VDOT upper portion; the upper section was completed last November. Bids are due at 2 p.m. on the announced date (end of month); the county recommended a 120-calendar-day performance period to allow work during paving season. Supervisors approved authority for county staff to award to the low bidder if the price fits the budget, and to return to the coal-road committee and the board if bids exceed the available funds.
