Plan commission backs zoning map amendment for Chicory Road parcel to allow a large daycare

The Village of Mount Pleasant Plan Commission recommended approval of Ordinance 11-20-25 (ZMA 25-07), a zoning map amendment that would change the zoning of 2702 and 2706 Chicory Road from C-4 (general industrial) to C-3 (high-intensity commercial). Village staff said the amendment would permit a daycare center with more than 30 enrollees on a parcel that previously housed the Humane Society.
Sam, a Village staff member, described the site as surrounded on the north side of Chicory Road by the City of Racine and noted a mix of industrial and residential uses nearby. Sam told the commission the parcel “aligns with the land use element of the comp plan” and that the C-3 district allows a mix of commercial and industrial uses, so the new zoning would still accommodate some industrial activity. Staff said the Village Bicycle Plan recommends a trail along Chicory Road but that the zoning amendment itself did not trigger installation obligations, and the Village’s park and open space plan does not recommend changes for this property.
Staff provided a fiscal snapshot: the combined current assessed value for the parcels is roughly $580,000, generating about $10,000 in annual tax revenue, and any future improvements could change the assessment. Sam said required public-notice procedures were followed (posted signs and mailers to surrounding property owners) and that, as of the meeting, the village had not received public comments in response.
Commissioners asked whether the applicant would use an adjacent half-acre vacant parcel. Staff said the applicant planned to keep that parcel open for required outdoor space for child care and that staff would work with the applicant on merging parcels or right-of-way dedications if necessary during the zoning compliance and permit stage. Staff also explained that if the applicant dedicated the right-of-way for Chicory Road, the village would accept it and adjust tax rolls accordingly.
A motion to recommend approval of ZMA 25-07 to the village board passed unanimously. The plan commission’s recommendation will be forwarded to the village board for final action and any site-specific permits and zoning compliance reviews the daycare operator must obtain.
