Council tables ECHO advisory work plan until October to allow new members meaningful review

The Volusia County Council voted July 22 to table action on the ECHO advisory committee’s 2025 work plan until the committee’s October meeting to allow newly appointed members time to review and participate.
Why it matters: ECHO (the county’s environmental/parks advisory program) allocates restricted property-tax revenue for open-space, conservation and recreation projects; committee recommendations guide which projects receive county funding. Council members said the committee’s work plan is a key governance document and that new appointees should have an opportunity to help set priorities.
What council did: The council moved to table item O until the October meeting and approved that delay unanimously. Staff told the council the committee historically finalizes a work plan after March appointments and that a consultant retained earlier to support ECHO will present findings in October. Staff also said they can provide training for new committee members on grant- and project-evaluation basics (rubric scoring, maintenance and business-plan review) to help the advisory members make funding decisions that avoid future project failures.
Ending: The council approved tabling the ECHO work plan to give newly seated advisory members a chance to participate and asked staff to consider training on nonprofit management and grant evaluation for committee members; the consultant’s findings are expected to be presented in October.
