Council asks city to pursue talks with state on commuter-lot parcel and considers East Main site for transit-oriented development

The Transportation Committee asked the council to authorize negotiations with the state of Connecticut to acquire the Todd Street commuter lot (assessor account 0241393) and to consider swapping or otherwise using a city-owned property on East Main Street (account 0099740) to promote transit-oriented development in Forestville.
Councilor Ray and committee members described Todd Street as underused and sometimes the site of unsanctioned gatherings; the committee said the site could be reimagined as a hub for future transit or other municipal needs. Councilor Sebastian Paniota said the East Main Street parcel has contamination constraints that limit uses but could function as a paved commuter lot or bus stop better positioned to support Forestville’s commercial core and new developments.
During discussion, officials noted ongoing conversations with state and regional agencies. Councilor Ray said bus shelters and benches on private property require property-owner consent and that prior efforts to site a shelter by the Stop & Shop on Farmington Avenue stalled for that reason. The council approved the motion to begin negotiations and asked staff to continue coordination with CT DOT, CT Transit, NVCOG and property owners. The measure passed on voice vote.
