Council hears update on Reworld/Covanta noise testing; health district conducting hearings

Councilor Cheryl Tebow updated the City Council on recent activity related to noise and vibration complaints at the Reworld (formerly Covanta) facility. Tebow said Reworld transmitted an acoustical compliance report — the company’s consultants concluded the facility was "in compliance of existing ordinances and rules" after maintenance and equipment changes. Tebow said she had asked the Bristol-Burlington Health District (BBHD) for its reaction and that BBHD had told her it would refrain from public comment while legal hearings are pending.
Tebow described a June 5 acoustics compliance test commissioned by Reworld and a June 27 report delivered to the city. She said BBHD has scheduled a hearing to address earlier actions and that BBHD’s public health director, Marco Palmeri, told her he intends to review the consultant findings and the community video evidence and coordinate attorney statements once the hearings conclude. Tebow also noted an outside video posted July 4 by Mariana Alves Pereira, a researcher who argues some testing methods do not capture low-frequency noise; councilors recommended officials and the public review it.
Councilors said BBHD has engaged acoustic consultants and that BBHD will provide its analysis after the hearings. Councilor Tebow and others emphasized they take residents' concerns seriously and that further testing and review are underway. No regulatory decision was announced at the meeting.
