The mayor told the City Council that the city has offered a conditional agreement to suspend execution of a demolition order at 9 Divinity Street while a prospective buyer, Arthur and Sons LLC of Manchester, Connecticut, pursues purchase and restoration steps. Mayor Jeff Cajano described the proposal as an offer that has not been signed and said it would require the buyer to meet several conditions, including repayment to the city for demolition-related costs and a calendarized timetable for making the building weather-tight.
Mayor Cajano said the city would require repayment of about $2,000 that the city paid so far to contractors related to demolition-preparation work, and that the buyer would have to obtain permits and complete prioritized repairs ‘‘within about a month’’ of permit approval to prevent the demolition order from being reinstated. He emphasized that the stipulations and timelines have not been agreed to and that the offer must move through buyers, sellers and attorneys before a closing could change the stipulations.
Councilors asked for clarification on why the city billed $2,025 to the current owners; the mayor said those charges reflected city costs incurred during the demolition process such as site work and permit actions and that the city would seek to recoup those expenditures. No final sale or contract was approved during the meeting.
