Board authorizes sixth amendment to solid waste collection franchise; RFP for next contract to be issued

The board approved the sixth amendment to the county's solid waste and recyclable materials collection franchise agreement with Waste Connections of Florida. Public Works Director Shane Parker asked the commission to authorize the chair (or vice chair in her absence) to execute the amendment; the board approved the request by motion.
Parker told commissioners he delayed issuing an RFP while negotiating the contract amendment in order to avoid appearance of impropriety; he said staff intends to issue a publicly advertised RFP in about two months and expects a vendor selection process to conclude by January. Commissioners asked staff to include options in the upcoming RFP for both full-service collection and partial buy/direct-materials purchase approaches discussed at the recent Florida Association of Counties meeting.
The amendment preserves current collection arrangements while staff readies the next multi-year solicitation and said the county will return to the board with the RFP timeline and scope.
The motion to authorize execution of the amendment passed by voice vote; staff will proceed with RFP work and return to the board with timelines and draft procurement documents.
