Council tables DCED letter of intent on regional fire-protection recommendations after member concerns

New Freedom Borough Council voted to table consideration of a proposed letter of intent to the Pennsylvania Department of Community and Economic Development (DCED) that would fund or support implementation of recommendations from a Southern York County public-fire-protection study. Several council members and public commenters raised concern that the letter's language (which used the phrase "implementation of recommendations") could be read as committing municipalities to consolidation actions without additional municipal approvals.

Speakers at the meeting said the study contains many recommendations and that the letter of intent should be clarified to show the study would continue and that any individual recommendation would require separate municipal review and approval. A resident and council members repeatedly raised fears that implementation language could be misread to suggest consolidation of local fire and EMS services or facility relocations.

Council members asked that the letter be reworded to reflect that the project aims to continue discussions and to support possible implementation steps in the future only with local approvals. Several council members also asked to have fire and EMS representatives present for further discussion. The mayor and staff said DCED would fund the study or assistance for implementation and that the letter does not itself obligate municipalities to adopt any particular recommendation.

By consensus the council agreed to table the letter and bring a revised version back for discussion at the August meeting, with additional outreach to local fire and EMS leadership and to other affected municipalities so the wording can be clarified before any commitment is made.
