City staff told the council they have completed the draft consolidated plan and the annual action plan required for the City of Lacey to operate as an entitlement jurisdiction for Community Development Block Grant (CDBG) funds and intend to submit the plans to the U.S. Department of Housing and Urban Development for review.
Staff said the draft documents reflect prior work done when Lacey received CDBG allocations through Thurston County and that the city has completed outreach activities required by HUD, including a public participation plan and multiple community engagement efforts. The staff presentation listed the city's estimated annual allocation at $348,393; staff said HUD and the federal budget process can affect the final amount and that HUD has a 45-day review-and-comment period after submission.
The consolidated plan sets priorities, explains needs assessment findings for nonhousing community development, and describes monitoring and anti-poverty strategies; related elements in the annual action plan include potential projects, geographic distribution and program-specific reporting requirements. Staff said the city will focus early funding in public facilities and infrastructure while retaining the ability to finance public services and housing activities that align with the plan.
Staff told the council the draft three-year plan will be presented for council action in August, that the city would submit the plan to HUD (target date provided in materials), and that the program year would tentatively start Sept. 1 following HUD approval. Staff said the city will consult HUD on questions about national objectives and eligibility and will prepare environmental reviews where necessary prior to selecting and obligating project funds.
Councilmembers thanked staff for completing multiple required plans and asked about timing; staff said project selection would likely begin in the first quarter after plan approval and emphasized that federal review and the reimbursement nature of CDBG funds can delay fund availability.
