Mount Vernon — The City Council on July 23 approved a contract award to Highline Construction for $246,594.11 to complete tenant improvements at the former library building, intended to become the City Administration building. Public Works and facilities staff said the work will remodel three bathrooms, install a break room kitchenette, patch and paint walls, install carpet tile and finish trim across the building.
Public Works/Facilities staff described prior work already completed: asbestos remediation by Valdez Construction and an ERV/HRV HVAC upgrade by Siemens to meet change‑of‑occupancy requirements. Project costs are funded from the city's ARPA allocation, staff said. Facilities manager Chris (surname not provided) told council the renovations aim to consolidate city offices — including HR and development services staff currently working in cramped spaces — and to free other city buildings for alternate use.
Five bids were received; Highline Construction submitted the lowest responsive bid and staff recommended award. Councilmember Mary moved to approve the bid award and the motion passed by voice vote. Staff noted a future change-of‑occupancy filing will be required if the building's use formally changes from a library to office space.
The contract covers tenant improvements only; any additional capital or programmatic decisions tied to consolidation or future leases of vacated buildings will come later to council.
