School staff and town counsel worked with CMLP on mutually acceptable contract language; district staff removed language that would have committed the district to liquidated damages if access to rooftop systems were restricted, citing public‑entity risk concerns. The district will act as a passive host under the license and CMLP intends to proceed with procurement once the license is recorded.
Committee members said the town attorney and CMLP reviewed the agreement; the committee passed a motion to approve the "solar photovoltaic system license agreement by and between the Town of Concord and Concord Municipal Light Plant." The committee directed staff to continue coordinating with CMLP and said any battery-storage proposal would return to the committee for separate approval.
