School and town officials told the Concord Carlisle Regional School District School Committee they have nearly completed design work for an amenities building intended to add ADA-compliant restrooms and basic facilities on the district campus, but the project must still clear permitting and town-vote hurdles before work can begin.
Superintendent Laurie Hunter framed the project as an ADA compliance issue and told the committee, "We are not in compliance with plumbing code." She and others said Gale Associates produced an approximately 90% design and that Carlisle has approved funding through its Community Preservation Committee; Concord must still vote at town meeting and on the ballot before Carlisle’s CPC funds can be released. Hunter said the current project estimate is about $1,400,000 and that the design has been pared to the lowest-cost, code-compliant option.
Committee members and town officials discussed specific permitting steps: obtaining a Board of Health variance for sink counts, coordinating sewer connection logistics (the sewer hookup and a single high-attendance event — graduation — were repeatedly raised as points of concern), and confirming the plumbing-code-driven minimum number of toilets (the team said new state plumbing code brought the required toilets down to 17 for this site). Several committee members asked staff to publish an updated executive summary, the latest 90% cost estimate and a project FAQ in advance of town meeting so voters have clear facts.
Carlisle officials said their CPC made the Carlisle appropriation contingent on Concord approval; several speakers warned that if Concord does not act this year, the Carlisle CPC funding could expire and be used for other town priorities. Speakers urged that clear budget numbers, the 90% estimate, and accessible outreach materials be posted publicly in the coming days so town meeting attendees can review them.
No formal change to the project budget or schedule was made at the meeting; committee chairs asked staff to prepare materials and to coordinate outreach with town committees.
