Council awards $5.43 million library renovation contract to 8 Pine

The Special Common Council voted to award a $5,430,959.35 construction contract to 8 Pine for the library renovation project, approving the base bid plus Alternate 2 (first floor work) and Alternate 4 (additional roof flashing) after a presentation on bids, alternates, contingencies and fundraising gaps. City project manager Evan Hertz walked the council through the bid process and said the city received a single bid from 8 Pine following a delayed bid opening on April 28 meant to increase contractor interest. Hertz said the city and the contractor held a prequalification meeting and that Devin, the city’s engineer from Keller, reported he felt comfortable with 8 Pine’s experience after that meeting. Hertz summarized the alternates: the base bid covered the second floor and major HVAC/electrical work; Alternate 1 was a central stairwell option (not included); Alternate 2 covered the first floor; Alternate 3 would have removed decorative ceiling tiles and tree wraps (it was a deduct); and Alternate 4 added roof flashing to address potential water infiltration. Keller engineer Devin recommended including additional flashing to protect the investment and recommended a contingency budget; he estimated the contingency might run from about $250,000 to $400,000 for hidden conditions once walls are opened. Representatives of the Library & Museum Board described two debated items the board asked council to consider: decorative “tree” column wraps and acoustic ceiling tiles on the children’s side. Board members said the tree wraps would soften sharp brick columns, improve safety, and make the space feel less like a bank; they described the ceiling tiles as acoustic “clouds” that would reduce noise in the children’s area. The board reported outstanding pledges of $214,357 that, if realized, would reduce the funding gap. Hertz presented project cost scenarios: with a set of alternates excluding the central stairs and excluding the decorative tiles, the construction contract figure shown to council was $6,700,000 total project cost; the green contract figure presented for approval (base bid + Alternates 2 and 4 and including the decorative tiles) was $5,430,959.35. Revenue sources listed in the packet included an FFP grant of $3,900,000 and current trust funds described in the packet as $12,100,000; the city’s second contribution of $500,000 was noted as not yet placed in the trust. Hertz and board members said the outstanding pledges and additional fundraising efforts were expected to fill a remaining gap (reported as about $211,000 without the decorative finishes, or about $229,200 if the decorative finishes were retained). Council member Ms. Croix moved to award the contract to 8 Pine for the base bid plus Alternates 2 and 4 in the amount of $5,430,959.35; the motion was seconded by Mr. Frasier and carried by roll call (recorded as 9–0). Discussion versus decision: the council’s formal action authorized the award of the construction contract for the specified alternates and amount.
