Board members said the draft combined three existing policies (309, 409 and 509) into a single, district‑wide “employees” policy. Jay Santos, a board member, pressed administrators on whether that merge would remove nuances that apply specifically to teachers. “Is that a substantial change from current practice? … That is different from current practice,” Santos said during the discussion.
