The Norman City Council voted unanimously July 22 to approve a $50,000 contract with Neighborhood Alliance Inc. to support neighborhood organizing and training under a program billed as “Norman Neighbors.”
A staff member who presented the item said the contract represents the city’s fourth year working with the Oklahoma City‑based nonprofit. She said Neighborhood Alliance provides training for volunteer neighborhood associations and homeowner associations, offers officer training, and helps organize voluntary neighborhood groups in areas without homeowners association structures. The staff presenter said three voluntary neighborhood associations have formed in the last 18 months and that the city will continue outreach and monthly trainings, moving toward more online engagement to reach residents.
Council members asked whether other neighborhoods had expressed interest. The presenter said interest has been strongest within certain target areas (including parts of Ward 4 and qualifying Community Development Block Grant target neighborhoods) and that the city will publicize upcoming seminars and the program schedule. She confirmed that access to some tools — including platform or membership fees paid through the CDBG program — is limited to qualifying target areas.
The council approved the contract after a brief public comment period; no members of the public spoke against the contract. The motion passed unanimously.
