Planning Commissioners on July 22 discussed governance improvements after a state training session and agreed to agendize bylaws, an annual report and onboarding procedures for future meetings. A commission member who attended a 90-minute state seminar summarized key takeaways: the value of clear bylaws (including who speaks to the media on behalf of the commission), preparing an annual report timed to inform the borough budget process in the fall rather than the statutory March due date, and a more formal onboarding path for new commissioners. The presenter said sample bylaws were provided by the state and recommended forming a working group to draft local bylaws. Commissioners agreed to add “bylaws, annual report and reporting” to the next meeting agenda and said a formal annual report could strengthen requests in the borough budgeting process. Several commissioners described an uneven onboarding experience for new members and supported creating written materials and shared files to make transitions easier. On meeting procedure, commissioners discussed whether to keep two public-comment periods (one at the start for agenda items and one at the end for general comment). The chair said the opening public-comment period is important for transparency when agenda items are pending; other commissioners and members of the public who spoke (including Terry Mitchell and Nicole Kurvin) urged keeping both periods so attendees can comment both before action and after seeing how an item was discussed.
