Commission approves 2025-26 CDBG/HOME annual action plan and CDBG amendment to pay loan, add speed humps

Brevard County approved its 2025‑26 HUD annual action plan and a CDBG substantial amendment during the July 22 meeting. Staff said the two public hearings required under HUD rules had been held, the plan followed priorities identified in the five‑year consolidated plan, and federal funding estimates included roughly $1.3 million in CDBG and just over $1.0 million in HOME funds for the coming year.

The annual action plan hearing confirmed outreach and the formal citizen participation process, and staff said they had advertised the hearings and received five public comments during the comment period. The board voted to adopt the plan to allow the county to receive and allocate CDBG and HOME funds in 2025‑26.

Separately, the board approved a CDBG substantial amendment to move unencumbered funds from previous years into the current fiscal year. Staff said the amendment will pay off a Section 108 loan taken for a health department project and will fund installation of speed humps on Schoolhouse Lane, Lucas Terrace, Minnie Street and Myrtle Avenue.

Why it matters: Acceptance of the annual action plan is a statutory prerequisite to receiving HOME and CDBG grants from HUD and allows the county to use federal funds for affordable housing and community development priorities. The amendment reprioritizes prior CDBG balances to address a loan payoff and small neighborhood traffic‑calming projects.
