County studies subscription trash service for Grove; convenience center demolition set for fall

James City County staff on July 22 outlined work to pilot an opt-in (subscription) trash service among targeted neighborhoods in the Roberts District, including Grove, and provided a timeline for demolition and replacement of the Grove convenience center.
Bob Dittman (presenter) told the Board that the county previously commissioned a waste-consolidation study that estimated consolidated trash rates between about $26 and $30 per month, and said York County's subscription program (about $25/month for trash) has enrolled roughly 18,000 households. Because the county cannot require consolidation until a five-year notice period expires, staff is reviewing a subscription (opt-in) program targeted to areas the study identified as underserved. Staff said the pilot would seek to bundle billing and customer service so residents receive one invoice for water, recycling and trash (if JCSA billing is used it would require a charter change to include trash; alternative is county-managed billing and a minor ordinance amendment). Staff said it will return to the board in September with recommendations and expects an RFP process of about 90 days and a potential service start by Oct. 1 (worst case) or the start of FY 2027 if some steps take longer.
Separately, staff updated the board on the Grove convenience center: site plan review is scheduled for Aug. 15, utilities have been removed, demolition permits are pending Dominion Energy encroachment/easement agreement, demolition contractor selected, and staff is targeting a February 2026 start of construction and a May (2026) grand opening for the new convenience center. Staff said fuel islands and fueling access for the fire and police departments have been maintained during site preparation.
Board members raised implementation questions (billing complexity for Grove residents on Newport News water, JCSA sewer customers, billing systems and customer-service staffing) and concerns about litter and oil residues left by existing haulers. Staff said the pilot will explore single-call customer service, software options and whether county or JCSA billing would best serve customers and that they will bring a recommendation back in September.
