Consultants from MGT presented a preliminary review of Dona Ana County’s human-resources policies and recommended revisions to tone, organization and maintenance processes. Rodney Crane said the current document’s regulatory or “harsh” tone could be softened to reflect county culture while preserving legal obligations; he recommended clearer separation of policy (management rules) and procedure (operational steps and forms) to reduce frequent updates to the main policy document.
Crane noted duplication and inconsistent phrasing across sections, cited the supervisory-training language (which said nonattendance could be reported and be grounds for termination) as an example that might be reframed, and recommended an introductory statement that sets expectations for employee behavior and organizational culture. He recommended publishing modular sections online to allow more efficient updates to procedures and to adopt a process for communications and training once policy revisions are finalized.
Commissioners responded positively to the approach and asked the consultant to finalize document revisions and to help plan rollout training. MGT will complete edits and assist with communications and supervisory training after the BOCC reviews the final draft.
