Council adopts PUD amendment to allow additional townhomes and nonresidential space in Cadence phases

On July 22 Orange City Council approved Ordinance 689 on second and final reading, a quasi-judicial measure amending the Park Yoke Planned Unit Development (Cadence) to allow additional entitlements: approximately 94 townhome units and about 15,000 square feet of nonresidential development on roughly 14.68 acres.
City Attorney Jeremy Reichman confirmed the matter was quasi-judicial and asked council members to disclose any ex parte contacts; none were reported. Joe Ruiz, Development Services Director, presented and said the ordinance was approved at first reading on July 8 with no recommended changes and that staff recommended adoption as presented. Ruiz also clarified for the record that ongoing pond repair and stabilization work in a separate, earlier Cadence phase (Pond 7) had not been completed as originally described to the HOA (a reinforced weir application was not installed due to HOA pricing concerns). He emphasized the pond issue is separate from the current amendment and does not affect the phase subject to this ordinance. Council made a motion to find the amendment consistent with the comprehensive plan and adopted Ordinance 689 on second reading by roll-call vote.
