The department plans to work with the city auditor to secure the difference through a free-cash expenditure and then put the work out for public bid. Michael said a city-council vote will be required to approve the expenditure of free cash. He estimated that the public bidding process and equipment lead times would push construction to late fall and that November is the department’s target for completing the work if parts arrive on schedule.
