Council awards Monastery Road reconstruction contract, authorizes weekend work and FEMA funding path

The Orange City Council on July 22 awarded contract B257-0-2025 to DB Civil Construction LLC for the reconstruction of Monastery Road following storm damage; the council also authorized a special construction permit to allow work on Saturdays, Sundays or holidays during the construction phase.
Engineering Services Director John Peters said the Monastery Road washout from Hurricane Milton required extensive work, that the city secured most temporary construction easements but was awaiting signature from one property owner (expected by Aug. 14), and that coordination with Duke Energy on pole work was needed before notice to proceed. Peters said five bidders responded and the low bidder, DB Civil Construction, submitted $695,950; because the engineer’s estimate was higher, FEMA’s expected reimbursement rate of 87.5% for eligible costs applies. Council authorized the city manager to execute the contract and approve change orders up to 20% (not to exceed $139,190) and separately approved a permit allowing weekend/holiday work when necessary.
Council members asked about timing and public notification; staff said they would publish start dates and coordinate Duke Energy and property-access issues before issuing a notice to proceed. The contract award passed on a roll-call vote.
