The Orange City Council adopted Ordinance 690 on second and final reading on July 22, amending the city code to prohibit solicitation on designated hazardous medians and intersections. The ordinance follows a first reading that addressed safety concerns after staff and police briefings about people standing in thin medians along heavily used corridors.
Police Chief Wayne Miller told council the ordinance is a safety measure, not a First Amendment ban, and that staff will conduct outreach before enforcement. A member of the public spoke in favor of the ordinance but asked for additional tools to address property damage and repeated activity; Chief Miller and council discussed a grace period and stepped enforcement, including warnings, documentation of repeat offenders and potential citations after outreach.
Council voted to adopt the ordinance at second reading; no council amendments were requested. Staff said enforcement will include communications to individuals who regularly solicit in medians, documented warnings and, if needed, enforcement for repeat offenses. The council’s action makes the amended chapter effective per the ordinance’s effective date and directs staff and police to coordinate outreach and enforcement procedures.
