Council approves preliminary solid-waste assessment tied to new franchise rate

The Orange City Council on July 22 approved a preliminary solid-waste assessment that reflects the first-year contracted rate under a new franchise agreement with Waste Pro. Finance Director Devlin (Deborah) Moore told council the 2024 assessment was $198.15 annually and the new contract’s first-year cost was $206.16. Staff proposed an assessment of $223.91 for 2025; Moore said the staff reduced contingency from 10% to 5% and used fund balance to slightly mitigate the increase.
Council members thanked staff for negotiating and spreading contract increases to make the annual cost manageable. A council member moved to approve resolution 384-25 adopting the initial assessment rate for solid waste services; the motion passed on roll call. Council members and staff noted the assessment is to fund the city’s contractual obligation and that the rate will be included in TRIM mailings required for assessment notices.
