The Orange City Council on July 22 adopted a preliminary assessment rate for the city’s stormwater utility at $23 per equivalent benefit unit (EBU) for tax year 2025, following a June 24 council acceptance of a comprehensive stormwater master plan and a rate study.
Finance Director Devlin (Dublin) Moore told council the 2024 assessment was $16.50 per EBU and that the Rafatelis-prepared rate study recommended $23 per EBU to maintain sustainability of the stormwater assessment. Moore said the TRIM mailing will provide formal notice to property owners in August and staff recommended approving the amended initial assessment rate resolution for the stormwater service assessment.
A council member moved to approve the resolution; the motion passed on roll call with all members voting yes. Moore and staff emphasized that the resolution starts the statutorily required public-notice and hearing process; the final assessment will be confirmed after the required public hearings and the statutory notice period.
