Staff says housing chapter needs more time; RDI and displacement topics will be added

Planner Kevin Treibot told the subcommittee the housing chapter requires a more extensive rework than other, less statutory chapters. Staff explained they have already begun internal review and expect to present several pieces of the housing work at upcoming Planning Commission meetings, including a session on housing by income band and a separate session on RDI. Treibot said staff want a deeper discussion with the full commission and hoped to include a substantial housing package in the October draft if possible; he warned it might be combined with technical chapters (land use, transportation, capital facilities) if more time is required.
Why it matters: housing policy changes are directly tied to state requirements and to city-level goals on affordability and displacement. Members emphasized the need for time to analyze trade-offs among design standards, affordability, climate measures and displacement risk.
Next steps: staff will schedule multiple presentations to the full Planning Commission, including the income-band briefing and an RDI session, and will return draft housing language and implementation options for commissioner review.
