Dennis Flynn told the Spokane City Council during open forum that he had sent a document quoting the city’s comprehensive plan and argued that Development Services and engineering staff were approving plats and project modifications that violate the comp plan’s intent. Flynn said some recent approvals, including developments on Lacey and Ash, exceeded zoning density and created “1 way in and out” driveway situations that he called unsafe.
Flynn urged the council not to “subjugate yourself and your constituents to the whims of the bureaucracy” and asked that definitions and plat-design standards be revised so that alleys and driveways serving more than four parcels include at least two points of ingress and egress. He said the example “ASH Place” was “almost 3 times the 10 units per acre allowed” and is “not consistent with the comp plan.” Flynn requested the council retain oversight and ensure plat approvals match the plan’s intent.
