Pinal County Recorder Dana Lewis told the Board of Supervisors on July 2 that the county is managing a compressed election calendar that includes a U.S. Congressional District 7 special primary, a San Tan Valley incorporation ballot and other overlapping races.
Lewis said turnout for the CD‑7 special primary has been low: active registrants participating numbered 3,653; the county mailed 1,598 ballots and had received and accepted 194 by the date of her report, a turnout of under 3 percent. She reminded voters that the last day to request an early ballot for the CD‑7 primary was July 7, that hand‑count audit party‑chair names were due July 8 and that election day is July 15; polls open at 6 a.m. and close at 7 p.m.
San Tan Valley incorporation: Lewis also outlined the schedule for the San Tan Valley (Prop 495) special election. Early ballots for that contest will be mailed on July 9; the county expects to mail 36,375 ballots for the San Tan Valley contest. The last date to request an early ballot by mail for that election is July 25, early in‑person voting ends August 1, and election day is August 5. The county canvas for that contest is scheduled for Aug. 18.
Additional operational notes: Lewis said the county has approximately 608 UOCAVA (uniformed and overseas) voters and that most of those have received ballots. She said the elections office completed a first revision of its standard operating procedures (SOP) on July 1 — a 750‑page document the office will maintain and update as legislative and procedural changes occur — and that elections staff participated in tabletop emergency response exercises coordinated with the county emergency manager.
Why it matters: overlapping election calendars and multiple ballots increase administrative complexity and require clear voter outreach and staff planning. Lewis urged voters to use ballot drop boxes and to follow published deadlines to ensure timely counting and to avoid cure issues (signature mismatches) during the post‑election process.
