Arlington Heights adopts 2025–2029 consolidated plan, will submit to HUD

The Village Board of Arlington Heights voted Monday to adopt the village's 2025–2029 draft consolidated plan, including the draft 2025 annual action plan and the Community Development Block Grant (CDBG) budget, and directed staff to transmit the documents to the U.S. Department of Housing and Urban Development for review and approval.

The consolidated plan governs use of federal CDBG funds and related housing and community development priorities for the 2025–2029 period. Village President Tonalia said, “The Federal Department of Housing and Urban Development requires the local governing body of the municipality to hold 2 public hearings prior to submission of the 2025–2029 consolidated plan.” The board held a second hearing Monday after a June 2 hearing and a public notice published in the Daily Herald on June 26, 2025.

Board members did not request further discussion after staff reviewed the status of the draft plan. Village Manager Randy Reklaas told the board that staff had presented a status report at the earlier hearing and that the documents shown now reflected the version the board could approve. Trustee Lebeds moved to adopt the plan and direct staff to submit it to HUD; Trustee Manganaro seconded. A roll-call vote approved the motion.

Adoption means the village will transmit the draft consolidated plan and the 2025 annual action plan to HUD for its review; HUD review is a separate administrative step before federal funds are allocated. The village's agenda packet and the public hearing record will serve as the official submission and public record.

The board's action wraps up a locally required public process; the village will publish or post the final materials as required by HUD and state rules before HUD completes its review.
