Council to review Lodging Tax Advisory Committee recommendations; staff to schedule workshop

Councilmembers discussed the status of Lodging Tax Advisory Committee (LTAC) recommendations after staff told council the committee had "held on to their original lineup" and that council now has authority to deliberate. Paul told council he could place the item on a workshop so council could deliberate changes and send them back to the advisory committee, which would then have 45 days to comment.
Council members sought clarification on the LTAC’s authority. Oscar, the city attorney, explained the LTAC is advisory and council makes the final decision; if council departs from an LTAC recommendation it must give the committee a 45-day period to provide comments per the statutory process. A council member asked whether the LTAC could have recommended no grants at all; Oscar replied the committee could have offered that recommendation, but in practice the committee provided the lineup and the process now requires council review.
Council discussed a letter from an LTAC member named Jerry that proposed three options, and several council members emphasized that the LTAC cannot bind council or issue an ultimatum; Oscar said the committee’s role is advisory. Council members indicated they want a workshop to deliberate council-level changes and give LTAC an opportunity to comment within the 45-day window. Paul said he will schedule the workshop if the council gives a head nod.
