Perkins told the committee that 2020 was a period of unusual economic disruption and that the lack of responses to the earlier RFP may reflect those conditions rather than the property's development potential.
Perkins said: "I am here to speak about the, the potential reissueance of an RFP for the Dorn property." She described 2020 as a time of "high economic uncertainty" when builders delayed projects and financing tightened, and urged the committee to treat 2020 as an economic anomaly when evaluating past RFP results.
