Governing Board moves research item to action, pulls four consent items and enters closed session

The Governing Board of Education voted by unanimous consent at 4 p.m. Tuesday, July 22, 2025, to move Item 2, “Zotero primary research,” from information reports to Action Item 8 and to approve the revised agenda at the District Office Conference Center.
The change was requested during the meeting by a board member who said the item “wasn't agendized right” and asked that it be moved “from information to action. Number 8.” The board chair, Dr. Melinda Anderson, said the item had been placed on the wrong section of the agenda and agreed to the change, saying, “I agendized it wrong. I promise I did.” The board approved the amended agenda by unanimous consent after a second and no opposition was recorded.
Board members also flagged multiple consent items for separate consideration. One board member said, “I will be pulling 3, number 32, number 33, and number 39,” noting in follow-up that the first contract in item 39 involves a contractor working in Texas and that they had additional questions about that contract. The chair asked whether any other consent items would be pulled; none were added.
After the agenda changes and consent-item requests, Dr. Anderson said the board would move into closed session, stating, “In accordance with government code 54,957.7, the board will now meet in closed session to consider the items listed in section e.” The chair asked whether there were any public comments on closed-session items; none were offered before the board convened the closed session.
What happened was procedural: the board altered the order and disposition of agenda items, directed that specified consent items be pulled for separate discussion, and invoked a statutory authority to meet in closed session. No formal votes on the consent-item pulls were recorded at the time of the agenda approval; the amended agenda itself was adopted by unanimous consent with no roll-call vote recorded.
The meeting opened at 4 p.m. and moved quickly from agenda adjustments to closed session. The board did not disclose the contents of the closed session when it recessed for that portion of the meeting.
