The City Council approved a voluntary annexation and a development agreement for a 2.011-acre tract owned by RT Industrial Holdings, bringing a small remnant parcel into city limits and zoning it light industrial.
Planning staff said the applicant already owns the adjacent 126-acre light-industrial tract and requested annexation to consolidate ownership and zoning. The parcel is described in deed records as a 2.011-acre tract situated in the Guadalupe Torres survey, Guadalupe County.
Staff said the development agreement largely mirrors the content of the city’s standard service plan for voluntary annexations, clarifying the city will provide police, fire, emergency services, planning and zoning, and other municipal services to the annexed property. The agreement also documents the owner’s agreement to annex and accept city zoning.
Council approved the development agreement and annexation after a brief public hearing produced no speakers. Councilman Hicks moved approval; the motion passed 6-0. Staff said they would finalize the agreement and file the annexation documents with county records.
Ending: With the vote, the small remnant parcel will be included in the city’s jurisdiction under light-industrial zoning. Staff will finalize the written development agreement and complete annexation paperwork.
