Council awards demolition bid for 1139 California Ave., approves pickleball-design work and pays engineer invoice

The White Oak Borough Council on July 21 approved the engineer’s recommendations to award demolition of 1139 California Avenue to the lowest responsible bidder and to proceed with design and bidding work for a pickleball court development project with design costs not to exceed $9,000.

Engineer Amber reported the lowest responsible bidder for demolition of 1139 California Avenue as Kotela Enterprises in the amount of $13,000 and asked council to consider awarding the work. A council member moved to accept the proposal and the motion passed by voice vote. The meeting transcript also contains an apparent alternate rendering of the bidder name as “Catatula Enterprises”; the council motion and engineer’s recommendation reference the lowest responsible bidder and the $13,000 amount.

Council also approved payment to Penn E and R Inc. for invoice 27177 dated July 16, 2025 totaling $7,008.85 and authorized the engineer to redesign and develop specifications and to bid the pickleball court development project for an amount not to exceed $9,000. All three motions passed by voice vote.

The engineer said the full monthly report is available for public review at borough offices during normal business hours. The meeting record does not include a bid package, contract document, or the precise location for the proposed pickleball courts; council asked the engineer to prepare specifications and a bid package for council consideration.

The motions authorize staff to proceed to the next procurement steps; execution of demolition and design contracts will require completed contract documents and, where applicable, filed permits or bids that are not included in the meeting transcript.
