The Gresham‑Barlow School District board voted May 21 to authorize district staff to submit a waiver request to the Oregon Department of Education seeking to postpone implementation of Senate Bill 3 requirements for postsecondary pathways.
District staff told the board that complying with SB 3 without a waiver would require rebuilding the high school master schedules this summer and reallocating Measure 98 FTE currently used for freshman success and college‑and‑career coordinators. Without a waiver, the district would need to insert a half‑credit postsecondary‑pathways course for all juniors beginning next year; with a waiver staff said they could be more deliberate about repurposing FTE, leveraging retirements or vacancies and minimizing unintended impacts to freshmen schedules.
Administrators said they will proceed to implement personal finance instruction for the senior class of 2027 regardless of a waiver and will finalize a personal finance curriculum for fall. Staff also described accommodations for Career and Technical Education (Cal) and AVID cohorts where existing coursework already aligns closely to SB 3 standards.
Board members asked for a timeline; staff said the state’s waiver rubric was under development and that districts applying for waivers had reported variable turnaround times but that ODE expected to begin approving waivers in June. The district noted there are only days left to submit a timely waiver if the board wanted to avoid the urgent master‑schedule rebuild this summer.
The motion to authorize staff to submit the waiver was moved and seconded at the meeting and approved by the board; staff will file the request with ODE and return with updates on schedule impacts and Measure 98 reallocation options.
