After the July civic celebration, the Franklin Civic Celebration Commission discussed parade logistics and traffic management, focusing on participant entry points, staging, and emergency vehicle access.
Members reported instances of late-arriving parade participants who were uncertain where to enter because an on-site DPW truck and other staging caused temporary blockages. Organizers said they sometimes had to lead participants along longer routes (for example, via Forest Hill, Highland Park and Brentwood) to reach staging areas. The commission recommended formalizing participant routing instructions in parade materials and directing heavy trucks to a separate staging route to avoid congestion near Loomis Road.
Emergency access was a prominent concern. Commissioners described a night when emergency responders had limited direct access because of barriers and vendor placement; they asked DPW and public safety staff to identify at least one truck-accessible corridor that can remain clear for emergency vehicles during events and to ensure portable toilets and hand-washing stations are accessible for servicing.
Other operational suggestions included establishing a dedicated drop-off/pick-up point for persons with mobility needs (for example, at the library parking lot), instructing participants to arrive from specified approach routes, and coordinating with police and DPW so officers can turn around or redirect vehicles that attempt to enter unauthorized routes. The commission requested DPW participation in late-stage planning to agree access points and placement of barriers, concrete blocks and staging so emergency access is preserved.
