Board approves governance handbook; trustees agree to continue civility-item edits

The Temecula Valley Unified School District Board of Education voted unanimously July 22 to accept revisions and approve a finalized governance handbook, while trustees agreed to continue work on a civility guideline that several members said needs rewording before formal inclusion.

The handbook approval followed months of drafting and review. Trustee Steven Schwartz and other members said they will continue to work with the handbook’s author and legal counsel to refine the proposed civility language so it is specific and operational rather than vague. ‘‘We looked at the civility policy and we struggled with some of the wording… it was too vague,’’ Schwartz said during the meeting, adding that the language should be objective and enforceable. Board members said they did not intend to convert the civility guidance into a binding board policy at this time; the item will return for consideration after edits.

Why it matters: The governance handbook is intended to set norms and guide conduct at board meetings; clarity about civility procedures matters because trustees and members of the public said recent meetings demonstrated the need for clearer expectations. Trustees agreed the handbook should be a living document with edits added after the board’s review process.

Next steps: Trustees asked staff to accept proposed edits and to agendize additional suggested changes for the next meeting. Administration said it will accept and consolidate trustee edits and bring a revised draft back for review and approval.
