They also described a voluntary structure the firm calls a "net‑zero" plan intended to shift some enrollments to lower‑cost coverage in a way that they said could save thousands per enrollee depending on participation.
The presenters referenced Whitestown as an example client that adopted similar measures and reported a reduction in year‑one costs and lower year‑over‑year increases thereafter. They said any changes would be optional for employees and that the county would need to provide an agent‑of‑record letter and allow sufficient lead time ahead of the 2026 renewal to implement changes. Commissioners and the insurance committee discussed the figures and noted previous requests for claims analysis prior to past contract action; no vote or contract was taken at the meeting.
