Surveyor accepts petition and schedules hearing to consider vacating multiple drains in 'Project Domino' site

Boone County Surveyor staff told the drainage board on July 21 that they had received a petition, submitted by Olson on behalf of landowner Orla, requesting vacation of multiple legal drains across a large property along State Road 32 known locally as "Project Domino." The requested vacated segments include portions of the Poly, Fraley, Roberts Tile and a number of tributaries and the west leg of the Sanford Tile, all west of County Road 11 along State Road 32.

Surveyor staff said the hashed areas on the submitted map show tiles located entirely on the petitioner’s property but noted other nearby landowners also benefit from the drains. Because multiple beneficiaries exist, staff recommended accepting the petition and scheduling a public hearing so notices can be mailed and affected parties can participate. The board accepted the petition and set a public hearing for 08:30 a.m. on Sept. 15, 2025, at the Connie Lamar meeting room. Staff said notices will be mailed and that the hearing will be at the start of the September meeting.

Staff characterized the overall Project Domino site as roughly 1,500 acres; several tiles that cannot be vacated will be relocated later in the development process and those were not part of the current petition. The board’s action was to accept the petition and set a hearing; no final vacation decisions were made at the July meeting.
