Homeowner Charles Edmonson said the east elevation contained non‑original windows that had deteriorated and needed replacement. “I would like to replace the two windows that are there now, with the product that I have provided to the board,” Edmonson said, noting he had quotes from a sash vendor and was told the product had been approved previously.
Commission members and staff discussed the configuration and materials. A staff member observed the existing 9‑over‑9 windows would be replaced by 6‑over‑6 units but that the opening would remain the same. Commissioners and the applicant clarified that the proposed replacements will remove transoms on the east elevation so the public facade would appear similar to its present appearance.
The commission discussed materials: the application listed a PVC composite product. A commissioner noted the board has in the past approved PVC in limited cases for repair where rot existed; another commissioner emphasized preference for wood when original. Edmonson said the replacement windows would have the same number of divided lights as the Second Floor windows, though the material would differ.
A motion to approve the project with the condition that all replacement materials and the divided‑light configuration match the Second‑floor appearance passed. Commissioners recorded concern that if a different product were later installed it could create a compliance issue; staff said the file would document the approved likeness. The applicant also received approval for a replacement side door and sliding glass door shown in the application.
