District to create behavior review committee and student-safety handbook; regional behavior center plans stall

The Greater Albany Public SD 8J administration told the board it will form both an internal behavior committee created under collective-bargaining Article 22 and a broader group to develop a districtwide student safety and discipline handbook.
Assistant Superintendent Bruce Schmidt said the Article 22 committee held its first meeting this spring and will implement materials and contractually required items in the fall. He described a second, larger group in development that will produce a handbook to —include a district philosophy on what discipline looks like— and to organize tiered responses to student behavior similar to the district—s academic MTSS structure.
The handbook is intended to codify behavior response matrices for K—12, consolidate board policies on behavior, and provide consistent, tiered supports for schools. Bruce told the board the group will include staff and stakeholders and that the work will continue over the summer and into the fall.
Superintendent Andy also reported that a proposal to develop a regional behavior program centered at Fairmont School has not advanced as expected. He said funding allocations at the regional ESD level (Linn Benton Lincoln ESD) are based on combined enrollment across districts; recent state funding reductions to the ESD hindered regional collaboration and left the district without an immediate path to enlarge a regional program for wraparound supports. Andy said the administration has explored other models, including services at Lane or Silverton, but has not finalized plans.
Board members asked for clarity on committee appointment and scope; Andy clarified the board will appoint the membership and that the appointment would be made by the next board (incoming trustees) per the timeline explained in the presentation. The board did not take formal action at the meeting; staff said the committees and handbook work are administrative programs that will report back to the board.
