Councilwoman Koss asked council to revisit the structure and membership of the city's Utility Advisory Board (UAB), including the board's size and whether outside (non-Cocoa) representation should be permitted when topics touch the potable-water system (examples raised include fluoridation and utility fees). Staff reminded the council that the UAB is advisory and that many utilities operate under franchise agreements; councilwoman Koss said she wanted additional time to refine a proposal and to confer with the city manager.
After brief discussion council voted to table the item to a future meeting to allow the councilwoman and staff to refine and return with an item reflecting her suggested changes.
