The Public Services Committee on Thursday recommended approval of a right-of-way license agreement between the City of Cheyenne and First National Bank of Omaha for existing on-site parking and a pole sign located in the East Pershing Boulevard right-of-way and East 23rd Street right-of-way.
City Engineer Tom Cobb explained that the site-plan review identified parking stalls and an existing sign that encroach into the right of way; the license memorializes the items' presence, assigns liability and makes clear the bank would be required to move the items if the city needs the right of way in the future. "This paperwork will just clean that up to make sure that we all know that those items do exist in the right of way and that they have the liability and responsibility," Cobb said.
Councilmember Doctor Aldridge asked whether the engineering office or Metropolitan Planning Organization had plans to reconnect the isolated street near the bank; Cobb said there are no current plans to reconnect that segment and said a connection had been removed decades earlier. No public comment was offered. The motion to approve the license agreement was moved by Doctor Remond and seconded by Doctor Aldridge; the committee voted aye and will forward the agreement to the full council for final action.
