Chilton County awards $599,842 resurfacing contract to Wiregrass, rejects bids for Cairo 16 and advertises full-depth reclamation plan

Chilton County commissioners voted to accept bids and award a resurfacing contract and to reject other bids for a separate road project before authorizing a redesigned full-depth reclamation project.
Road Department Engineer Heath Sexton told the commission that bids for Project CP 2025-29 — described in the meeting as resurfacing of Canyon Road segments (reference numbers given in the packet) and traffic striping on portions of Canyon Roads 42 and 23 — were received from Dunn Construction Company Inc. and Wiregrass Construction Company. Sexton recommended acceptance of the bids and later recommended awarding the contract to Wiregrass as the lowest responsible bidder. The commission approved the award; Sexton read the low bid amount as $599,842.60 for Wiregrass Construction Company, and the commission authorized the chairman and administrator to sign the project contract.
Sexton also recommended rejecting all bids received for Project R-CCP11-676-2025 (a 5.3-mile segment of Cairo 16 from Cairo 15 to Cairo 37) because the scope as bid did not meet the county's needs. Sexton explained the road requires full-depth reclamation to achieve the durability the county seeks: "Reason for this is this road needs the full debt reclamation to, to do what we need to do to this road to make this road last." Commissioners voted unanimously to reject the bids.
Following the rejection, Sexton requested adoption of a resolution authorizing advertisement of a revised project for full-depth reclamation with cement stabilization for the same 5.3-mile Cairo 16 segment and asked the commission to approve a professional services agreement with UES Professional Services 18 LLC to provide the project's job-mix design for the FDR with cement stabilization. The commission approved advertising the revised scope and the professional-services agreement, with the chairman authorized to sign.
All three measures passed unanimously. Sexton indicated the rejection aims to repackage the project to allow construction within the current fiscal year and to ensure the road receives a treatment intended to provide long-term service life.
